Anabelle Horton

With 18 years of experience in higher education financial aid administration, Anabelle brings deep expertise in compliance, operations, and cross-functional collaboration, with a strong focus on serving diverse student populations.

She has held financial aid roles at California State University, Long Beach, Brandman University, and Cerritos College, serving as a Financial Aid Technician, One Stop Specialist, and Financial Aid Specialist. Across these institutions, she supported complex financial aid operations in both centralized and decentralized service models.

Her expertise includes verification, Return to Title IV (R2T4), reconciliation, packaging, and Satisfactory Academic Progress (SAP), along with extensive experience administering Pell Grants, Direct Loans, Federal Work-Study, and California state aid programs, including Cal Grant and the Middle Class Scholarship. She has supported federal and state compliance and has completed required FISAP reporting.

She is proficient in Banner, PeopleSoft, and CampusLogic, and served as a PeopleSoft super user, with hands-on experience in system configuration, troubleshooting, and staff support. She has collaborated extensively with Admissions, Registrar, EOPS, CalWORKs, Bursar, Counseling, Student Accessibility Services, Academic Departments, Fiscal Services, and Veterans Services to ensure coordinated student support and compliance.

She holds a Master’s degree in Public Administration from California State University, Long Beach, a Bachelor’s degree in Psychology from California State University, Los Angeles, and certificates in Employee–Employer Relations and Financial Literacy. She has also contributed to statewide policy work through service on the California Student Aid Commission’s Middle Class Scholarship IPA Subcommittee.
