Javier Flores is an independent financial aid consultant with 23+ years of experience in financial aid compliance, operational leadership, and student finance administration across a wide range of institutional types.
He has held senior and progressively responsible roles including Financial Aid Advisor, Associate Director of Financial Aid, Director of Student Finance, and Director of Operations at institutions such as American InterContinental University (multiple campuses), Western Wyoming Community College, Emory University, Martinsburg College, and Central Texas College (including international service in Kaiserslautern, Germany). This breadth of experience spans public, private, nonprofit, for-profit, domestic, and international higher education environments.
Javier’s expertise includes verification, Return to Title IV (R2T4), packaging, and Satisfactory Academic Progress (SAP), along with extensive experience in federal and state compliance and reporting, including FISAP, IPEDS, and eApps. He has supported Title IV administration in complex, multi-campus and high-volume operational settings.
He brings strong systems experience with Colleague, PeopleSoft, CSS Profile, and CampusVue, and is known for his collaborative approach, working closely with Admissions, Registrar, Academic Affairs, Bursar/Business Office, Housing, and TRIO programs to align compliance, enrollment, and student support services.
Javier holds a Master of Arts in Economics from Fordham University and a Bachelor of Arts in Economics from Fordham College, and was admitted to Omicron Delta Epsilon, the international honor society in economics. Outside of his professional work, he is a music aficionado.
